Steven is Principal and Director of Windmill Family Office and holds overall responsibility for its purpose, strategy, governance, capital stewardship, major decisions and institutional relationships.

This is a permanent stewardship responsibility rather than a full-time operating post. Detailed work is commissioned and delivered through the Office and its professional network; Steven defines intent, integrates advice and retains the decisions that properly belong to the Principal.

The Office is directed by a Principal and enabled by a professional network.

A family office does not need to reproduce every professional discipline internally. It needs to know what must be decided, which capability the matter requires, how several forms of advice interact and where final accountability remains.

Steven does not substitute personal opinion for regulated or specialist advice. He appoints appropriate advisers, tests the assumptions and dependencies within their work, reconciles advice that is individually sound but collectively incomplete, and determines the course WFO will take.

This permits a comparatively light permanent structure while preserving access to deeper capability when a transaction, asset, relationship or governance matter requires it.

Professional work may be commissioned. Principal accountability is not outsourced.

Several correct answers do not automatically form one workable decision.

Lawyers advise on law; accountants and tax advisers on reporting and tax; investment, banking, property and operating specialists on their respective fields. Their responsibilities should remain clear, and no adviser’s work should be represented as another’s.

The Principal’s task is different: establish the institutional objective, expose contradictions or unpriced dependencies between disciplines, decide which consequences are acceptable and ensure that the resulting course can actually be executed.

Permanent responsibility does not require continuous supervision of every detailed activity.

Much of the Office’s detailed work is undertaken by professional advisers, specialist operators and administrative support. Steven concentrates his attention in defined blocks—often while in Wales—on matters requiring principal intent, judgement, decision or relationship stewardship.

This structure preserves capacity for one substantial external appointment. Such an appointment is accepted only where Steven can give it the direct attention, authority and execution it requires, without compromise or distraction arising from his continuing WFO responsibilities.

Connected judgement does not create shared identity, assets or authority.

Windmill Family Office and Steven’s external appointments remain institutionally distinct. An external mandate is accepted by Steven in the capacity agreed with its owner, Chair, board or sponsor; it is not a WFO service and does not carry access to WFO capital, assets, advisers, relationships, endorsements or guarantees.

  • Potential conflicts are identified and governed before appointment.
  • Confidential information remains within the authority under which it was received.
  • Professional relationships are not transferred or represented without permission.
  • Capital, liabilities and commitments are not shared unless expressly documented by the relevant parties.

Where separation cannot be maintained credibly, the external appointment is not accepted.
